J-1 Scholars: Medical Insurance

J-2 Dependents must hold active insurance even when they are not present in the United States.
You must purchase coverage upfront for the entire period of your DS-2019 if it is less than one year.
If you have a multiyear DS-2019, for at least one year.  

There are no exceptions.
